Hayley Burton

Hayley currently works with Carers Scotland (Carers UK) as Senior Partnerships and Employability Manager, where she leads the strategic direction, delivery, and evaluation of national programmes supporting unpaid carers to access, sustain, and thrive in employment.

She oversees the Scottish Government’s Carer Positive employer accreditation, working closely with employers, partners, and government to grow participation, influence workplace culture, and strengthen carer inclusion across Scotland. Her work aligns closely with national employability priorities, policy development, and cross-UK collaboration. Hayley also brings strong experience in securing funding through bids, tenders, and partnerships, helping to ensure long-term impact and value for money.

Hayley has built a varied career across the public, private, and third sectors, with a strong focus on partnership development, employability, income generation, participation, and inclusion. Earlier roles included leading international marketing and recruitment activity across global markets, developing data-driven strategies and high-level partnerships.

She brings to the Board a balanced mix of strategic thinking, commercial awareness, and a strong commitment to people-focused leadership and sustainable social impact.

Outside of work, Hayley enjoys long walks with her two whippets, swimming, and regularly attending fitness classes.
